CIRCULAR NOTICE - CONTINGENCY WAR SURCHARGE
Dear Valued Partners,
We refer to the service operated aboard M.V. "CHI QIANG CHENG XING."
Due to the ongoing armed conflict and escalating hostilities in the Middle East region involving Iran, the United States, and Israel, the vessel is presently confined to outer anchorage at Jebel Ali and is unable to safely proceed either eastbound or westbound.
The present situation has resulted in:
- • Severe navigational and war risk exposure in regional waters;
- • Refusal and/or suspension of bunker supply arrangements in the affected zone;
- • Material deviation from ordinary commercial trading conditions.
This constitutes an extraordinary and unforeseen operational impediment beyond the control of Sea Express Shipping Line LLC.
Implementation of Contingency War Surcharge
In light of the above and with immediate effect for all cargo currently on board and all future bookings under this service, Sea Express Shipping Line LLC will implement a:
The surcharge shall apply per loaded TEU (including FCL and slot allocations) and shall be payable prior to release of cargo and/or issuance of delivery orders.
Reservation of Rights
Sea Express Shipping Line LLC reserves all rights under applicable contracts of carriage and governing law, including the right to:
- Amend routing or service parameters;
- Suspend or restructure services where required for safety;
- Adjust surcharge levels should conditions materially worsen or improve.
We emphasize that this measure is temporary and directly linked to the prevailing emergency situation. The surcharge will be reviewed periodically once normal trading conditions resume.
